Bill No. 4/2025 — “Projeto de Lei” (PL) meaning Bill in English — introduces structural changes that directly affect civil liability and corporate governance, two areas that are fundamental both to corporate operations and to the protection of individual and collective rights.
The proposal expands liability for damages occurring in digital environments, creating clearer parameters for how individuals and companies must conduct themselves online. Another relevant innovation is the recognition of Neurorights, intended to safeguard mental integrity in the face of invasive technologies, and Animal Sentience, which acknowledges animals as beings capable of feeling and therefore deserving of legal protection. These developments represent a true paradigm shift, bringing Brazil closer to some of the world’s most modern legal systems.
